And the Saga Continues… Investigation Into Kabala Fracas

In the cause of dispersing the irate youths, the situation became chaotic and bloody, leading to the loss of lives and the destruction of property. Following the chaos, MAC-P was invoked and a dusk to dawn curfew was put in effect.

Serious public outrage and condemnation of the police on accusations of brutality and inefficiency in crisis management led to the suspension of two police officers by IG Munu. Several efforts have been in place to get to the roots of the violence and bring to justice those responsible for the crime. The ensuing curfew has been slightly relaxed and stakeholders are engaged in dialogue. Meanwhile, according to a local tabloid, the President has iterated his promise that the proposed youth village is for Koinadugu district.

The Human Right Commission released a press release after the incident and, inter alia, demanded for an independent enquiry into the incident.  However, some Political Analysts suggested that the Independent Police Complaint Board (IPCB) are in the best position to do the investigation as this is part of their mandate. Section 3(1) (c) of the Independent Police Complaints Board Regulations, 2013 empowers the Board to carry out investigation into a shooting incident where a police officer has discharged a firearm or killed a person. Furthermore, the regulations make it clear in section 9 that  such an investigation can be carried out on the initiative of the board or on the basis of a complaint made by the public a, a police officer or  a public body.

The IPCB has promised to keep the public abreast with developments on this all important investigation.
