The capacity building training was focused on result based monitoring and evaluation for implementing entities of the threshold program, and participants were drawn from various Ministries, Departments and Agencies, including civil society organizations and the media.
In her statement, the Chief Executive Officer of the Millennium Challenge Corporation unit in Sierra Leone, Ndeye Fatu Koroma said her institution placed high premium on achieving and measuring results in its threshold programs.
She told the gathering that the Millennium Challenge Corporation was working in close partnership with the appropriate government agencies on programs designed and indicators that were tracked quarterly by the corporation, in a results reporting table (RRT) that compared project, and activity progress to their baselines and program targets.
Madam Fatu Koroma called on government to improve on the Millennium Challenge Corporation score card before November 2017, when the results are expected to be published.
She said that at the moment Sierra Leone is implementing forty four million United State dollars grants from the corporation, which was geared towards strengthening capacitating building, and the provision of adequate water supply, including the country’s energy sector.
“Sierra Leone can improve on the Millennium Challenge Corporation score card indicators, and the country will likely qualify for the three hundred million united state dollars ($300) million USD grant under the compact category,” madam Fatu Koroma maintained
She explained that the scorecard is usually published in November every year, and had a total of twenty indicators, whiles Sierra Leone was able to pass only six of those indicators.
The indicators, madam Ndeye Fatu Koroma highlighted were divided into three broad categories, which included; economic freedom, ruling justly, and investing in human resource.
In the area of economic freedom, Sierra Leone’s Millennium Challenge Corporation Chief Executive Officer noted that the indicators also included fiscal policy, inflation, regulatory quality, trade policy and gender in the economy.
The indicators, she went on demand government to ensure political rights of it citizens, civil liberties, control of corruption, government effectiveness, and rule of law and for the indicators on the investing in human resource, health expenditures, primary education expenditure and natural resources”.
Madam Fatu Koroma however stated that the government of Sierra Leone is not responsible for the actual final scores that the corporation would be using, as there is always a third party institution, like the World Bank, International Monetary Fund that supply data to the corporation in the name transparency and accountability.
She pointed out that government had a responsibility to ensure that the third party accessories have access to the data that it would used to verify and published, whiles the corporation would used the said data to assess Sierra Leone’s status in the threshold.
