Sierra Leone signs landmark MOU for First U.S.-Backed LNG Terminal in West Africa

 In a historic move to bolster West Africa’s energy infrastructure, the Government of Sierra Leone has signed a groundbreaking Memorandum of Understanding (MOU) with Ceca and AG&P to establish the region’s first U.S.-backed Liquefied Natural Gas (LNG) terminal.

The signing was conducted by Hon. Dr. Kandeh Kolleh Yumkella, representing the Government of Sierra Leone and acting under the authority of His Excellency President Julius Maada Bio. The event took place on the sidelines of the U.S.-Africa Trade and Investment Conference in Luanda, Angola.

The new LNG terminal will be developed as a regional hub in Sierra Leone and is designed to feed the Nant Gas-to-Power Plant at Kissy. It will also serve as a strategic supply point for neighbouring countries Liberia and Guinea, marking a major step toward regional energy integration.

This flagship project is a cornerstone of Sierra Leone’s long-term strategy for energy security and a clean energy transition. It demonstrates the Bio administration’s strong commitment to delivering sustainable power solutions, boosting cross-border cooperation, and attracting private sector investment into the energy sector.
