On March 7, 2025, President Julius Maada Bio appointed Dr. Moses Tiffa Baio as Sierra Leone’s Chief Immigration Officer (CIO). Following parliamentary approval on March 27, 2025, Dr. Baio officially took on the role, bringing with him a wealth of experience in public service, infrastructure, and aviation safety.
Dr. Baio’s career is marked by transformative leadership. As Director-General of the Sierra Leone Civil Aviation Authority, he elevated the country’s International Civil Aviation Organization (ICAO) safety rating from 18% to 74%, a significant achievement recognized internationally. He also improved the State Security Rating to 71.9%, surpassing regional benchmarks. His tenure saw the implementation of key projects like the ICAO SAFE Funds project and the CART recovery project, enhancing the nation’s aviation infrastructure.
In his role as Director of Infrastructure at the President’s Delivery Unit, Dr. Baio provided strategic advice on infrastructure projects, contributing to the advancement of the President’s Big Five Game-Changer agenda.
Dr. Baio’s academic credentials are equally impressive. He holds a Doctorate in Business Leadership and a Master’s in Leadership Research from the Swiss Business School, an MBA in Finance and Strategic Management from GIMPA University in Ghana, and a Bachelor of Law from the University of Sierra Leone. Additionally, he has postgraduate qualifications in Civil Aviation Management and Public Policy in Air Transport from institutions in Singapore.
His leadership has been recognized with several awards, including the Pacesetter Award for exemplary leadership from the West African Leadership and Empowerment Centre and the Best CEO for Regulatory Agencies award from the African Leadership Magazine.
As CIO, Dr. Baio aims to modernize Sierra Leone’s immigration systems, enhance border security, and streamline passport, visa and residency processes. His plans include implementing advanced security protocols, digitizing immigration services, and prioritizing training programs for immigration officers to improve service delivery and compliance with international standards.
Dr. Baio’s extensive experience, academic background, and commitment to excellence position him as the right leader to drive transformative changes in Sierra Leone’s immigration sector.
