In a bold step toward modernising law enforcement, the Directorate of Science, Technology, and Innovation (DSTI) met with the Inspector General of the Sierra Leone Police (SLP) to discuss a transformative digital initiative at their headquarters. DSTI has been commissioned by the Sierra Leone Police to digitise their Human Resource processes by the development of a Personnel Management System.

A Digital Leap Forward for Policing: This collaboration with the Sierra Leone Police (SLP) represents a quantum leap from current manual processes to a fully integrated digital platform that will redefine human resource management for law enforcement in Sierra Leone. The heart of this partnership is a new digital Personnel Management System designed to replace outdated paper-based processes. This system will:

• Automate HR workflows, reducing delays in promotions, transfers, and payroll.

• Improve data accuracy, ensuring reliable records for over 10,000 officers nationwide.

• Enhance transparency, minimising administrative bottlenecks and manual errors.

Upskilling 1,000 Police Officers in Digital Literacy:

Beyond the HR system, DSTI will roll out digital skills training programs for police officers across Sierra Leone. These courses, hosted in regional Digital Learning Hubs, will empower our officers with digital skills to boost their productivity.

This initiative mirrors DSTI’s successful youth disability inclusion program, proving that technology can bridge gaps in even the most critical sectors.

The Road Ahead: With requirements finalised and development underway, this project sets a precedent for digital transformation in Sierra Leone’s public sector. By combining innovation with institutional reform, DSTI and SLP are paving the way for a smarter, more responsive police service.
