  TheConsultant will serve asaChiefTechnicalExpert who willhead atechnical teamthat willberesponsible to provide technicalsupport tothe Ministry ofLands, Housing and Country Planning (MoLCP) on issues related to surveys, land management andland administration in SierraLeone.
Key Duties
Lead the setup ofatechnical teamto support MoLCPon land issues in SierraLeone. Provide adviceon updated technologies forland surveys, land administrationand land information systems that can beadopted foreffective and dispute freelandmanagement in SierraLeone.   Lead the technical team in development of comprehensive cadastremap ofland parcelsin SierraLeone. Lead the transformationof thecadastresystem ofMoLCPfromanalog to digital. Train staff of thesurveyand lands division on softwareuseforland surveydata processing, mapping, andland registration.   Workwith theland management division of MoLCPtoidentify root causesofland disputes and designwaysto permanently resolve them.   Adviceon procurementof alltools neededto setup and runatechnical hubforMoLCP. Devicerevenuegenerationmechanisms forMoLCP. Adviceother MDAs on effectivelanduses fordevelopment in SierraLeone.
Educational Requirements
  Minimumof Master’s Degreein GeomaticEngineering, Geo Spatial Sciences or Master’s Degreein Land Administration, EstateManagement, Geography plus aBachelor Degreein Surveying or related discipline from accredited institution.
Skills/Competencies
  Musthave extensiveknowledgeof stateand locallaws, codes,ordinancesandregulations related to land surveying and land administration. Mustunderstand LandInformation System (LIS) / GeographicInformation System(GIS). Ability to useland surveying equipment and GIS data processing softwarepackages such as AutoCAD, ArcGIS, Google Earth and R.

Ability to setup and manageaWebGISportalforland administration.Ability to do data analysis and reporting.

Ability to evaluate asystemand do areport.Strong attention to technical detailand accuracy.Ability to setup and manageateam.

Good written and communication skills.
