The training which was held at the IPCB head office at New England Ville in Freetown attracted the SLP, Correctional officers, MDAs and the Media.
The Guidelines on the Conditions of Arrest, Police Custody and Pre-Trial Detention in Africa were adopted by the African Commission on Human and Peoples’ Rights during its 55th Ordinary Session in Luanda, Angola, in May 2014.
This is a training manual that guides Police officers in democratic Africa to know the rules on how to arrest, how to treat people in custody and pre-trial detention.
Richard Shealton Freeman is the Chairman of the Independent Police Complaints Board (IPCB). In his statement at the commencement of the training, he said the police have a difficult job to maintain law and order. He added that the IPCB is trying to match up with countries like South Africa and Kenya whose Independent Police Complaints Board is thriving in Africa.
In his presentation the facilitator of the training Amadu Femoh Sesay, Programme and Communications Officer – IPCB, highlighted some of the guidelines which included when and how police should discharge firearms. He stated that the IPCB is faced with understaffing and inadequate logistics to execute their mandate.
The Independent Police Complaints Board (IPCB) is a civilian oversight body which exists to ensure that the Sierra Leone Police is responsible to the needs and concerns of the people of Sierra Leone and to check their excesses.
