The mission team met with Various Officials from the Ministry of Finance and Economic Development (MoFED), Human Resource Management Office (HRMO), the National Public Procurement Agency (NPPA), National Revenue Authority, Internal Audit Department (IDA), Audit Service Sierra Leone(ASSL), the legislature, Non State Actors Secretariat(NSA), the Project Management and Coordinating team(Public Financial management Reform Directorate) and the Ministry of Education(MOE).
The objectives of the mission were:
Review progress attained against milestones and results set in the last mission to ensure that PFMICP reforms have taken root in Sierra Leone .
Check progress in particular on IFMIS and payroll activities which are the core design aspect of the project.
check and ensure that an appropriate framework for coordinating reforms across government are functioning as designed to enhance reforms.
Agree time frame for Mid- Term review and the form it will take.
Review project compliance with fiduciary control requirements and provide advice to update the financial and procurement Plan.
The mission was successful based on the fact that the mission notes the project has made great strides since the May 2015 mission and remains optimistic that if the agreed activities during this mission are implemented, the project will be geared to greatly meeting the milestones towards achieving its developmental objectives .
