This latest recognition of the NPPA boss did not come as a surprise to members of the public who have been closely following developments at the NPPA since President Julius Maada Bio appointed him to lead the institution that was in a state of total neglect.

In just one year, Swarray has injected professionalism and restored trust in the operations of the NPPA.

Just last week, his leadership commissioned the southern regional office in Bo as part of the decentralisation drive to support effective regulation.

The NPPA’s Freetown headquarters is being completed refurbished to reflect a modern state of the art procurement office.

The Swarray led NPPA has ensured compliance to the default method of procurement (open competitive bidding) as provided for in the public procurement act. This is the complete contrast of the sole sourcing and related unfair bidding methods which were the order of the day in the previous administrations.

NPPA’s rigid monitoring of procurement processes and strict requirement for diligent compliance to the law has saved Sierra Leone whopping sums to the tune of billions.

The NPPA launched its quarterly price norm for 2019 just last week. Swarray has also taken bold steps in building staff strength and capacity. Sierra Leone is all set to go electronics procurement under his leadership. The NPPA now has a detailed strategic plan covering 2019 to 2023.

The award aims to raise the public profiles of dedicated individuals and organisations, and highlights the contributions they are making towards developing a sustainable, peaceful and prosperous future for Sierra Leone.

This year’s awards focus on contributions made in areas of poverty alleviation, conflict resolution and prevention, human rights, good governance, gender equality, democracy, entrepreneurship, among others.
