The Sierra Leone Ports and Harbours Authority (SLPHA) has been ranked as the top-performing agency under the Ministry of Transport and Aviation in the 2025 Mid-Term Inter-Agency Performance Scorecard for the period of January–June 2025.
The Authority attained a Grade A rating with an outstanding score of 70.1%.
This achievement is a testament to SLPHA’s operational efficiency, strategic modernisation agenda, and unwavering commitment to service excellence under my leadership.
According to the ministry, during the review period, they implemented targeted initiatives aimed at enhancing port operations, reducing vessel turnaround times, strengthening safety and security measures, and deploying modern technologies.
These measures, the ministry went on, have not only improved service delivery and customer satisfaction but have also generated significant revenue for the Government of Sierra Leone.
The assessment was based on five core performance areas: Policy, Strategy & Legislative Support; Administration & Management; Service Delivery; Financial Stewardship; and Accountability & Corruption Eradication.
Sector Performance Rankings: SLPHA – 70.1% (Grade A), SLMA – 55.5% (Grade B-), SLCAA – 49.4% (Grade C), SLRSA – 40.5% (Grade C-), SLNSA – 38.3% (Grade D), SLAA – 37.6% (Grade D), SLAAIIB – 30.0% (Grade E), and SLPTA – 27.4% (Grade F).
The Ministry has reaffirmed that performance contracts remain a critical tool in promoting accountability, enhancing institutional efficiency, and aligning sectoral priorities with national development goals.
SLPHA’s continued leadership in the sector not only reinforces Sierra Leone’s position as a competitive maritime hub in West Africa but also serves as a catalyst for increased investment, deeper trade integration, and sustainable long-term economic growth.
