Giving a background of the project, Captain Kokan stated that in October 2010, the Government of Sierra Leone signed a concession agreement with them for a period of twenty years but that they only started operations in March 2011. He added that, in September 2015, they signed an additional one hundred and twenty million United States Dollars investment agreement for a new berth and storage facilities.

He went on to say that in February 2016 the Parliament of Sierra Leone ratified an additional ten years port concession which expanded the life span of the project to 2041 with the government of Sierra Leone being a 20% shareholder. He continued to say that the project is now 100% achieved as the quay wall is complete and equipped, with rails for accommodating the 2 STS Cranes installed, within an area of 49,022 m2 paved with drainage, lighting and a power plant of 6MW for powering the 2 STS Cranes and the 4 RTG. He informed his audience that the work they have done at the Freetown Terminal is of international standard and that it has the capacity to serve generations yet unborn.

In his statement on behalf of the visiting team, the NCP Chairman Umaru Napoleon Koroma said the purpose of their visit was to assess the work done by Bollore Transport and Logistics and compare it to the report they earlier-on had submitted to them. He further said that they were very impressed with what they saw on the ground because it clearly reflects what was entailed in the report earlier sent to them by Bollore.

The NCP Chairman added that the government is always ready to give them support to invest in the country. The visit was climaxed with a conducted tour to different facilities on the site.
