The Parliament of Sierra Leone, through its Committee on Communications, Technology and Innovation, has convened the 2026 Stakeholders’ Engagement aimed at advancing the country’s digital transformation agenda.
Held on Wednesday, April 29, 2026, at the Atlantic Beach Hotel, the engagement brought together key players in the communications and technology sector under the theme: “Forging an Inclusive Digital Future: Ensuring Access, Quality of Service, and Affordability in Sierra Leone’s Communications Ecosystem.”
Chairman of the Committee, Hon. Boston Munda, emphasized that the engagement aligns with Parliament’s oversight mandate to improve service delivery, ensure consumer protection, and strengthen digital inclusion across the country.
Majority Leader, Hon. Mathew Nyuma, commended Mobile Network Operators (MNOs) for maintaining stable tariffs despite global economic pressures. He called for practical, solution-driven outcomes and assured that Parliament remains committed to protecting consumer interests and strengthening policies where necessary.
Minister of Communications, Technology and Innovation, Salima M. Bah, highlighted significant progress in the sector, including expansion of the national fibre backbone to 14 districts and ongoing discussions with the World Bank on a $50 million project for a second fibre landing. She noted key challenges such as affordability, service gaps, and infrastructure limitations, while projecting subscriber growth from 3.4 million to 6 million by 2028.
Delivering the keynote address, Clerk of Parliament Karmoh K. Conteh underscored the importance of accountability, urging stronger oversight to ensure that service providers meet both tax obligations and quality standards.
Stakeholders across the sector also presented recommendations focused on improving service delivery, promoting infrastructure sharing, and driving sustainable innovation.
The engagement is expected to inform policy decisions and legislative actions aimed at building an inclusive, efficient, and affordable digital ecosystem in Sierra Leone.
