Explaining the rationale behind the meeting to the participants, the ACC’s Sub-Regional Manager Kono, Mr. Wilfred Bangura maintained that “Mainstreaming anti-corruption measures sometimes requires the establishment of appropriate institutional arrangements and new internal structures, to ensure horizontal and vertical links between anti-corruption and sectoral policies”.  Mr. Bangura noted that, components of anti-corruption strategies in mainstreaming must include three dimensions, namely prevention, detection and a regime of appropriate sanctions. He cautioned that   institutional commitment against corruption must spread over the various levels of the organization as well as among development partners and implementing agencies.

The manager trilled his audience on methods of mainstreaming anti-graft initiatives which he said must include among others the following: developing their own anti corruption strategies regarding employees, suppliers, and third parties and to develop their own conflict of interest rules. He briefed the participants on the Pay No Bribe Campaign captured in the President’s Recovery Priorities.

In his presentation, Alfred Bashiru Sesay, Senior Investigation Officer of the ACC Sub-Regional Office Kono described the Anti-Corruption Commission as an institution established by an Act of Parliament to lead the fight against corruption in Sierra Leone. He mentioned the Offences and Punishments as enshrined in the AC Act 2008 that are likely to be committed by development partners. He identified Soliciting and Accepting Advantage, Bribery, Misappropriation of Public Fund or Property, Misappropriation of Donor Funds or Property, Abuse of Office, Abuse of Position, Influencing a Public Officer, Bridge of Public Procurement Regulations among others.

The fines for each of these offences he noted is not less than Thirty Million Leones (Le30,000,000.00) or Three (3) years Imprisonment or both such fine and imprisonment. Mr. Sesay persuaded all present to continue to partner with the ACC and report corruption to the Commission through : +23277-985-985/+23277-986-986 for Africell, 161 for Airtel or on the ACC’s Kono Land Line 022-530-069 or in person at 25 Alhaji Chewtoh Jalloh Street-Bongalow in Koidu City, Kono District. 

Earlier in his Welcome address, the Acting Field Manager Mr. Patrick T. Pessima thanked the ACC for organizing the engagement. He mentioned the methods and integrated approaches IRC uses to fight institutional Corruption. He cautioned all present to RESIST, REJECT and refrain from corruption. He pledged his institutional support to the ACC in the fight against corruption at all times.

The partnership engagement was climaxed by a vote of thanks given by Mr. Augustine Mattia of the Operations Unit who reiterated the dire need for partnership with the ACC in the fight against graft.
