Ahead of major West African Investment Summit,President Bio receives Strategic Roadmap

President Julius Maada Bio, in his role as Chairman of the Authority of Heads of State and Government of ECOWAS, has been presented with the Freetown Communiqué, a key policy and investment framework expected to shape deliberations at the upcoming West Africa Integration and Investment Summit (WAIIS 2026).

The document was handed over by a high-level delegation led by energy expert and Special Envoy, Kandeh Kolleh Yumkella, following months of technical consultations and planning sessions involving regional stakeholders. The process culminated in an Expert Group Meeting and Ministerial Conference recently held in Freetown.

According to the delegation, the Communiqué outlines a results-driven agenda centered on four priority sectors: energy trade, strategic minerals, agribusiness, and digital transformation. These areas have been identified as critical to boosting regional economic integration, attracting investment, and enhancing resilience across West Africa.

Officials noted that more than 100 participants, including ministers, development partners, and private sector representatives from across the sub-region, contributed to shaping the document. It sets out a pipeline of investment opportunities alongside policy recommendations intended for adoption at the Heads of State Summit later this year.

Unlike previous regional engagements, WAIIS 2026 is being positioned as a deal-oriented platform aimed at securing tangible investment commitments and fostering cross-border partnerships. Countries such as The Gambia, Guinea, Liberia, Nigeria, and Sierra Leone were actively involved in the preparatory engagements.

Presenting the Communiqué on behalf of the team, The Gambia’s Minister of Petroleum, Energy and Mines underscored the importance of shifting from policy discussions to implementation, with a strong emphasis on private sector leadership in driving growth.

The delegation also highlighted the role of human capital development, stressing that sustained investment in education, innovation, and skills will be essential to unlocking the potential of the region’s youthful population.

In his response, President Bio commended the planning team for producing what he described as a practical and forward-looking framework. He reiterated his commitment to strengthening regional cooperation and ensuring that the summit delivers concrete outcomes, including investment deals and job-creating opportunities.

WAIIS 2026 is expected to serve as a pivotal moment for ECOWAS, as leaders seek to translate strategic planning into actionable economic transformation across West Africa.
