Sierra Leone’s Attorney General and Minister of Justice, Alpha Sesay, has announced that the Government intends to hold a national referendum on a new Constitution either before or during the country’s 2028 general elections.
Speaking exclusively to AYV News, Sesay said the Government remains committed to giving Sierra Leoneans the opportunity to decide on proposed constitutional reforms through a referendum, in accordance with the law.
“We will have a referendum either before the elections or at the time of the elections,” the Attorney General said.
He further emphasised the Government’s commitment to ensuring that the people have the final say on changes to the country’s entrenched constitutional provisions.
“We are committed to taking this to a referendum so that the people get to vote for a new Constitution before or after the elections,” he stated.
Sesay’s comments come as Parliament continues deliberations on the Constitution of Sierra Leone (Amendment) Bill, 2025.
Earlier during the parliamentary debate, the Attorney General disclosed that the Government had recommended the removal of the proposed amendments to Sections 85 and 87 of the Bill. He explained that the current legislation would focus only on non-entrenched provisions, while amendments to entrenched clauses would be addressed through the broader constitutional review process, culminating in a national referendum.
Under Sierra Leone’s constitutional framework, amendments to entrenched provisions require approval by the electorate in a referendum after parliamentary procedures are completed.
