President Julius Maada Bio has commenced formal consultations with leaders of registered political parties as part of the constitutional process to appoint Mr. Edmond Sylvester Alpha as Chief Electoral Commissioner and Chairman of the Electoral Commission of Sierra Leone (ECSL).
The engagement, conducted in accordance with Section 32(3) of the 1991 Constitution, requires the President to consult political party leaders before making appointments to the Electoral Commission, with final approval subject to ratification by Parliament.
In a correspondence signed by the Secretary to the President, Baba B. Fortune, political party leaders were invited to submit their views on the proposed appointment within three working days. The step underscores adherence to constitutional safeguards intended to promote transparency, inclusivity, and confidence in the management of the country’s electoral system.
The Electoral Commission plays a central role in safeguarding Sierra Leone’s democratic framework, with responsibility for conducting and supervising public elections and referenda. As such, appointments to its leadership often attract significant national interest.
Mr. Alpha is no stranger to the Commission’s operations. He previously served as Electoral Commissioner for the Southern Region, where he oversaw electoral activities in one of the country’s politically significant regions. On July 21, 2025, he was appointed Acting Chairman and Chief Electoral Commissioner following the expiration of his predecessor’s tenure. His acting role was later confirmed on July 29, 2025.
If endorsed by Parliament after the consultation phase, Mr. Alpha will formally assume leadership of the Commission at a time when electoral governance remains central to national discourse.
Political analysts note that the consultation process provides an opportunity for stakeholders to contribute to strengthening public trust in the independence and credibility of Sierra Leone’s electoral institutions.
