Sierra Leone’s Chief Minister, David Moinina Sengeh, yesterday appeared before Parliament to debate the proposed National Security and Central Intelligence Bill, aimed at strengthening and modernising the country’s security architecture.
Addressing lawmakers, Dr. Sengeh said the existing legislation has played a crucial role in safeguarding the state but requires updating to align with evolving national and global security realities.
“The parent Act has been very effective in protecting the state and laying the security architecture of our country, but it has a need for updating,” he stated.
The proposed bill introduces several key reforms, including the establishment of Special Protection Services for high-ranking public officials. According to the Chief Minister, those covered will include the President and former Presidents, the Vice President and former Vice Presidents, the Speaker and Deputy Speaker of Parliament, the Majority Leader, the Leader of the Opposition, the Chief Justice and Supreme Court Justices, as well as visiting Heads of State and other dignitaries.
Dr. Sengeh highlighted the consultative nature of the legislative process, noting that the bill has been before Parliament for more than three months and has received submissions from a wide range of stakeholders, including paramount chiefs, opposition figures, and civil society organizations.
“This reflects a participatory process…beautiful democracy,” he remarked.
The debate comes at a time when Sierra Leone is seeking to reinforce its national security framework in response to emerging challenges, while ensuring that governance remains inclusive and responsive.
If passed into law, the bill is expected to significantly enhance the country’s capacity to protect key institutions and public officials, while strengthening overall national security systems.
