Minister of Planning and Economic Development, Dr. Francis Kai-Kai says the need to unlock the human and institutional potential for the public sector to drive quality public service delivery remains of enormous interest to President Dr. Julius Maada Bio and his New Direction Government.

He made this statement whilst addressing focal persons from various Ministries, Departments and Agencies (MDAs) at a one-day Mid-Year Review Seminar organised by the Ministry of Planning and Economic Development to analyse the achievements and challenges of MDAs, as captured in their Annual Report of 2021 and to also review their 2022 work plan as well as to formulate their deliverables and targets, in preparation for the next budget hearing.

He said MDAs should strengthen their commitment for better service delivery to the citizenry, efforts he noted would grow the economy and foster the much needed development roadmap that President Bio was fully committed to accomplishing, during his tenure as President.

“Every Agency has a critical role in helping to transform the development landscape in Sierra Leone. You all contribute in various ways to the functionality of government, as clearly defined in the Medium-Term National Development Plan (MTNDP 2019-2023), which clearly explains the need to bring you together to go through the delivery process— especially as we prepare for the next budget hearing”, the Minister said.

Dr. Kai-Kai noted the role played by development partners in supporting MDAs with some of their programs, emphasising the need to strengthen collaboration with the development partners.

The Development Secretary, Peter Sam-Kpakra, who welcomed the participants, explained the importance of the seminar and appreciated the ongoing work of the Agencies.

The Director of Service Delivery and Performance Management, Dr. Robert Moikowa made a presentation on Performance Management Strategy and Methodology; Proposed Framework for Government Departments and Agencies, State Owned Enterprises (SOEs) and Local Councils which Strengthens Capacity for improved Service Delivery through Performance monitoring and management.
