Sierra Leone has launched its Nationally Determined Contributions (NDC 3.0) Delivery Forum, a national platform aimed at ensuring the effective implementation of the country’s climate commitments submitted at the 30th United Nations Climate Change Conference (COP30) in Belém, Brazil.
The forum was launched by the Minister of Environment and Climate Change, Jiwoh Abdulai, at the Family Kingdom Resort in Freetown, where he described the initiative as a critical step towards translating Sierra Leone’s climate ambitions into practical action.
According to Minister Abdulai, the Delivery Forum represents the implementation phase of NDC 3.0, designed to align national environmental priorities, coordinate stakeholders and mobilise resources to support successful delivery of the country’s climate targets.
He assured technical working groups involved in the forum of the Ministry’s commitment to providing the necessary coordination, supervision and support required to achieve the objectives outlined in the NDC 3.0 framework.
In his welcome address, the Executive Chairman of the Environment Protection Agency Sierra Leone (EPA-SL), Dr. Abu-Bakar S. Massaquoi, said the National Delivery Forum would promote deliverability, accountability, transparency, integrated responsibilities and coherence in climate action.
Dr. Massaquoi stressed the importance of establishing clear performance indicators, measurable targets and a whole-of-society approach to accurately track progress and address challenges affecting the implementation of climate commitments.
He noted that effective communication with communities, partners and stakeholders would be essential in determining available support, financing mechanisms and strategies for achieving the country’s environmental goals.
Meanwhile, EPA Director of Climate Change, Tamba Emmanuel Nyaka, said the National Delivery Forum will work closely with the Multilateral Environmental Agreement Implementation Coordination Committee (MICCOM) and incorporate a Collaborating, Learning and Adapting (CLA) approach.
He explained that the forum will serve as a national technical platform responsible for coordinating, monitoring and accelerating the implementation of NDC 3.0.
The structure of the forum will be led by the Climate Change Secretariat hosted by EPA-SL, supported by the NDC In-Country Facilitator. Membership will include representatives from key Ministries, Departments and Agencies (MDAs), local councils, civil society organisations, private sector institutions and development partners.
Officials said the forum will also oversee the development and validation of an NDC tracker to monitor progress, improve accountability and ensure that implementation remains on course.
The launch marks a significant milestone in Sierra Leone’s efforts to strengthen climate governance, enhance environmental protection and build resilience against the impacts of climate change.
