The Government of Sierra Leone, through the Electricity Generation and Transmission Company (EGTC), has signed a landmark lease agreement with leading renewable energy provider, Release by Scatec, to deploy a 40 MW fast-track power plant in Kamakwie, Kerene district, North West Sierra Leone.

CEO of Release by Scatec, Hans Olav Kvalvaag, said, “Release by Scatec is very pleased with the strong collaboration we have built with Sierra Leone. Their willingness to mobilise quickly to meet urgent energy needs, combined with our innovative solution, has been central to the success of moving this project forward. We are committed to supporting their efforts to deliver clean, reliable electricity to communities across the country.”
Chairman, Energy Governance Coordination Group, Dr Kandeh Kolleh Yumkella said, “This partnership is a significant milestone in the Government’s efforts to address urgent energy needs in the provinces, particularly for industrial development and improved quality of life. The Kamakwie site was selected due to its strategic location and grid accessibility, enabling EGTC/EDSA to also sell power to the regional network”.
The initial lease term spans five years, with options for extension or purchase beginning in year six. The Plant’s modular design allows for future expansion and the integration of Battery Energy Storage Systems (BESS) to further enhance grid stability and renewable energy integration.
President Julius Maada Bio is expected to do the ground-breaking for the construction later, to advance Mission 300 and tripling solar capacity expected to be commissioned by the second or third quarter of 2026. The Kamakwie power plant aligns with Sierra Leone’s ambitious Mission 300 initiative, which aims to deliver 1.17 GW of new generation capacity by 2030.
“Signing the agreement with Release by Scatec marks a major milestone for the implementation of our Mission 300 compact. I extend deep gratitude to the IFC and World Bank for facilitating the project”, stated the Hon. Sheku Fantamadi Bangura, Minister of Finance.
The 40 MW addition brings Sierra Leone’s total renewable energy capacity to 167 MW, effectively doubling the nation’s current solar output by 2026. The project will also reduce reliance on costly diesel generation, lower operational costs, and create local employment opportunities throughout construction and operation.

The Kamakwie plant will provide critical support to our national grid, reduce generation shortfalls, and help us meet the growing demand for electricity across Sierra Leone.
