Mr. Karmoh K. Conteh, former Director of Legislative Services Department at the Parliament who had been appointed two years ago from Parliament to work at State House as Executive Officer to the President of Sierra Leone, has been appointed with immediate effect as the new Clerk of Parliament to replace Hon. Paran Tarawallie.
Conteh’s appointment by President Dr. Julius Maada Bio is as per the presidential mandate of Section 82(1) of the Sierra Leone Constitution (Act #6 of 1991) and the legislative role of the President as per Section 73(1) of the said Constitution.
Gilbert Bosco N’habay, the Deputy Clerk who had been acting as Clerk of Parliament following the recent absence of Hon. Paran Tarawallie, has been ordered to go back to his position of Deputy Clerk.
Karmoh K. Conteh is a seasoned administrator with over two decades of continuous experience in public administration including parliamentary administration.
He successfully completed a degree in History and Political Science from Fourah Bay College in 2002. After a few months of work experience with the private sector, Mr Contehjoined the Civil Service in 2003 and later proceeded to join the workforce of the Sierra Leone House of Parliament in 2009 under the APC-led Government at a time his father, Honourable Moinina Conteh was the elected Member of Parliament from Daru, Jawie, Kailahun representing the then-Opposition SLPP.
Karmoh Conteh first served as a contract staff and later was made permanent in 2011.
Before joining Parliament, Mr Conteh had completed a two-year Master Programme (2006-2008) at the Institute of Public Administration & Management (IPAM), and graduated with Masters in Public Administration.
Working at the Parliament for a stretch of more than sixteen years prior to his two years stint in State House, Mr. KarmohConteh has served at the Hansard Department, the Committees Departments and at the Office of the Speaker of the House. He also served at the PACO (DePAC) Department as Project Officer on secondment to the ACBF Project at the Sierra Leone House of Parliament.
In the Committee Department, Mr Conteh has served as a Senior Committee Clerk manning the following Parliamentary Committees: Finance, Economic Development, Planning, Defence, Presidential Affairs, Labour & Industrial Relations, Trade & Industry, Lands, Country Planning and Environment.
He was later elevated to the highly esteemed seat of Director of the Department of Legislative Services where he directed all the administrations around legislative processes. It was whilst he was serving in that Directorship position that His Excellency President Bio chose him to go and work at the Office of the President as his Executive Officer 2 at State House.
He has now been sent back to the House of Parliament but this time as the overall boss in charge of the entire administration of the House of Parliament.
He has been happily married to Mrs. Edith Conteh for almost ten years now and they are blessed with children.
