It could be recalled that Dr. Richard Moigbe was summoned by the Parliamentary Committee on Internal Affairs with regard the withdrawal of state security guards deployed at the home of the former sacked vice president Chief Alhaji Samuel Sam Sumana. This according to the MPs is a stage managed affair by the ruling Sierra Leone People’s Party (SLPP) because Hon. Dixon Rogers is not a member of the committee.

Giving the reason for the security withdrawal, IG Dr. Richard Moigbe said it is a legislative policy and requirement to deploy security document to the sitting President and Vice-President, adding that when they leave office depending on the manner and circumstance there security details could be reviewed and maintained.

Remaining in active office service according to Dr. Moigbe, is what qualifies President and Vice-President for pension and retired benefits and for whatever reason the President and Vice-President resigned from duty they are qualify for pension and retirement benefits according to section 21 sub-section 1 and 2 of the Pensions and Retiring Benefits of President and Vice-President Act 1986.

“If the sitting President and Vice-President still in active service as provided for by the constitution and decide to resigned, they are still entitled to hold benefits as retired” Dr. Moigbe Said; adding that they can also be qualify if the tenure of their rulings ends and the dissolving of parliament, election are called and they decided not to continue again they are qualified.

According to Dr. Moigbe Chief Alhaji Sam Sumana decided to continue as the Vice-President after the dissolution of parliament, adding that if he had decided to stay away from politic and not to continue he will have qualify for the pensions and retiring benefits.

“When he became active vice-president, he lost that status and retired vice-president” Dr. Moigbe said; disclosing that you cannot be an active vice-president and a retired vice-president at the same time.
