Disciplinary authorities have over the years investigated 440 officials at or above provincial or corps level for corruption over the past five years, who included 43 members and alternate members of the CPC Central Committee, as well as nine members of the Central Commission for Discipline Inspection (CCDI), said Yang Xiaodu, Deputy Secretary of the CCDI, at a press conference in Beijing.
The CPC has revised its Constitution as one of its comprehensive efforts to ensure that the fight against corruption keeps going as stated in a resolution approved by the 19th CPC National Congress on Tuesday.
Since its 18th National Congress, the Party has made steady progress in exercising full and rigorous governance over the Party, taken all-around measures to explore the strengthening of Party building, and gained abundant successful experience and achieved major outcomes, which must be included into the Party Constitution in a timely manner and therefore become the common will and rule of the whole Party.
The Resolution of the 19th National Congress of the Communist Party of China on the Report on the Work of the 18th Central Commission for Discipline Inspection states: “The 19th National Congress of the Communist Party of China has reviewed and approved the Report on the Work of the 18th Central Commission for Discipline Inspection. The Congress fully endorses its work.
The Congress holds that since the 18th National Congress of the Party, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the central and local commissions for discipline inspection have strengthened their consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, and enhanced their confidence in the path, theory, system, and culture of socialism with Chinese characteristics. They have closely aligned themselves with the Party Central Committee and held the Party Constitution in great esteem as they performed their duties faithfully. Further steps have been taken to ensure full and strict governance over the Party, and the anti-corruption campaign has built into a crushing tide, is being consolidated, and continues to develop. They have upheld the authority and centralized, unified leadership of the Central Committee, helped foster a strong political underpinning for the Party’s governance, and developed a contingent of discipline inspection and supervision officials who are loyal to the Party, have moral integrity, and demonstrate a keen sense of responsibility. In doing so, they have delivered excellent performance to the satisfaction of the Party and the people.
The Congress calls on the central and local commissions for discipline inspection to hold high the banner of socialism with Chinese characteristics and follow the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It urges them to act in complete accord with the strategic plans made at the Congress, do their part in ensuring coordinated implementation of the five-sphere integrated plan (1) and the four-pronged comprehensive strategy, (2) develop still greater consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, and foster stronger confidence in the path, theory, system, and culture of socialism with Chinese characteristics. They are also urged to remain true to the Party’s original aspiration and keep the Party’s mission firmly in mind; work toward a fundamental improvement in the political ecosystem of the Party, with the focus on its leadership, capacity building, full and strict self-governance, conduct and integrity, and anti-corruption endeavor; and fulfill their duties to exercise oversight, enforce discipline, and ensure accountability as required by the Party Constitution. With this, they shall provide a strong underpinning for China’s endeavor toward a decisive victory in building a moderately prosperous society in all respects and the great success of socialism with Chinese characteristics for a new era, and contribute to realizing the Chinese Dream of national rejuvenation.
(1) The five-sphere integrated plan is to promote coordinated economic, political, cultural, social, and ecological advancement.
(2) The four-pronged comprehensive strategy is to make comprehensive moves to finish building a moderately prosperous society in all respects, deepen reform, advance law-based governance, and strengthen Party self-governance.
