It could be recalled that President Bio in his speech to Parliament said, “Repayment and servicing of the huge debt burden means that there is hardly any resource left to finance priority investments in human capital development and basic services.”

He went on to say: “The New Direction recognizes that human development is both a means and an end to development. Human capital development covers improving education and developing skills, improving health care, protecting the poor and vulnerable population groups.” 

He went further to state that the 2019 Budget includes policies that will improve the lives of citizens. The government, he said, has reduced Pay as You Earn (PAYE) tax from 35% to 30%.
